My Lord: -

With reference to my telegram to Your Lordship

of the 21st ultimo and to Your Lordship's reply Treaty

of the same date, I have the honour to transmit here-

with a copy of a note I have addressed to the Chinese

Government urging the punishment of the offenders in

the murder case at Hong-Kong, alleged to have been com-

mitted at the instigation of certain Chinese officials.

In reply to this note, Prince Ch'ing has

written to inform me that he has called upon the Viceroy

of Canton for a thorough investigation and report, and

that he will address me further on receiving it.

I have informed the Governor of Hong-Kong of

the above.
